Government Office Regions were created in 1994 with the sole purpose of working with the community to improve the prosperity and quality of life within each region. By 1996 these regions also became the "primary classification for the presentation of regional statistics" (National Statistics (2004)). These regions do not have an average size, as they are formed of complete unitary authorities.
