This 'Rural District' only ever contained a single building in the middle of Newcastle. It is unclear when it was created, as Youngs (Northern volume, p.724) describes it as being created in 1935, but it was listed in both the 1921 and 1931 census reports. The 1911 census report (Registration Areas volume, p.320) states that 'The Moot Hall and precincts are not included in either the City of Newcastle or in a Rural District.
